For the NYC thing--it seems pretty obvious that step #1 is "install high-resolution motion-activated video cameras in the cabs of the lines affected".
Sure it may cost a lot. How does that compare to grinding "entire lines in the system to a halt during the busiest hours of the day" an average of once a week for several months?
