Sounds like the CCA and Hayes Code.
It's been done before. If those who own the entirety of content production, distribution, and exhibition all decide that pingus need to be banned...well pingu content share suffers.
Things are better now because of the distributed nature of the internet, but there is still a major capability for content throttling rather beyond what we have now. China is looked upon by a larger number than I'd like as an example and not a warning.
