Ponder, for a moment, the concept, mentioned in passing in that InfoQ article, of an in-house serverless environment.

A locally distributed environment wouldn't be out of the question. But somewhere down the line you start looking to consolidate the distributed services and then you realise you're better off just getting a server.

I'm just gonna go out on a limb and say if you've got a server on site to run the "serverless programming" functions you're in what could meaningfully be called "not a serverless environment" because--hey, look over there--a server! (I understand what the article was trying to say. It's still a silly term.)
